Can I use the Design page in FrontPage 2003 to create a CSS

I am planning to convert two existing FrontPage 200 sites to CSS
The instructions for creating a CSS page seem to indicate that I can only do this by writing the code. Is this correct? I understand that each page that would use the CSS has to be linked to it but can I use the WYSIWYG function to create the page and if so, how?

CSS sheet is nothing more than a text file named with a .css extension, you can use FP, or Notepad, or Top Style Lite...whatever you want. Go to Tools | Options | Configure Editors and scroll down to css and you'll see where you can configure whatever you want.
There's nothing wysiwyg about a stylesheet except perhaps the results.
Yes, you can link the pages to the stylesheet(s).
