That's just it. It doesn't seem to be doing much except requesting pages. I just don't seem to have much confidence in something that does not identify itself. Most bots have a url or email in their UA string to identify themselves, this UA is only 192.comAgent.

Sorry about my sarcasm last night when I wrote up a response to your serious questions. I had just smoked a big quality fatty and was flying around in my <head> a bit. Your concern for the agent is justified but is beyond your control. Yes, you can block it, but you can be perpetually blocking "Internet noise" if you want ( which will never cease scouring web pages in search of whatever it is trying to harvest ).
As long as the agent isn't wasting too much of your bandwidth, costing you money or making for a poor visit for your human traffic, I wouldn't worry too much about it.

The obvious idea is that it is from http://www.192.com Which appears to be a UK-based search engine (did the IP come from the UK?) And it seems to focus on finding contact information for individual people and businesses.
Maybe try to search on yourself, to see if you are on it.
A year late but 192.com is a British online telephone/address directory much like yellow pages. Not much to worry about. I use it quite a lot to check out possible clients.
